Bedrock Health Group is a mission-driven compliance and risk governance organization designed to change the way healthcare systems think about regulation, access, and equity. We were built to fix what others overlook: the disconnect between technical compliance standards, patient-centered care, and the lived operational reality of healthcare organizations. We exist for the clinics too small to afford million-dollar audit firms. We exist for payers, providers, and platforms that need smart, scalable compliance without sacrificing purpose. And most of all, we exist for the communities who are left behind when compliance becomes a barrier instead of a solution.

Bedrock isn’t a traditional consulting firm. We are a hybrid compliance service provider offering packaged solutions across frameworks like HIPAA, HITECH, FISMA, NIST, HL7 and more, integrating operational workflows, training systems and measurable returns on compliance. We’ve engineered proprietary internal systems like the Synaptic Index and CCR Codes, which allow us to translate legal mandates into operational triggers, role-based accountability, and audit-ready evidence trails. Why We Do What We Do

At Bedrock Health Group, compliance isn’t the end goal—it’s the tool we use to build a more equitable, functional, and future-ready healthcare system. Every program we run was created to dismantle a systemic failure we’ve seen with our own eyes. We don’t build products for vanity metrics. We build them to fix the bottlenecks that keep providers underfunded, clinics unprepared, payers overwhelmed, and communities underserved.

RAEN: The Regulatory Advancement Equity Network

RAEN is Bedrock’s most ambitious program—and it’s not a service, it’s a network. Think of RAEN as the Medicare Advantage of compliance infrastructure. To get the full benefit of what Bedrock offers, you don’t just buy in—you join in. RAEN is the foundation that ties all our initiatives together and determines who qualifies for discounted services, grant-based coverage, and network-priority access to our compliance infrastructure.

RAEN isn’t optional. It’s the door. If your organization wants access to the Cornerstone Access Fund, reduced-cost frameworks, or priority placement for federal contracts and pilot projects, you must be part of the RAEN network. And that’s intentional. By requiring membership, we ensure standardization, transparency, and readiness across every RAEN entity. That means when funding becomes available—public or private—we already know who’s eligible and equipped.

Cornerstone Access Fund

The Cornerstone Access Fund is how we redirect power. Built to subsidize compliance infrastructure for underfunded healthcare organizations, Cornerstone acts as the capital bridge between need and access. It is funded by a combination of government partnerships, philanthropic investment, private sponsors, and Synaptic reinvestment. The goal: eliminate cost as the barrier to doing the right thing.

Cornerstone funds aren’t loans or handouts. They’re targeted compliance investments—pre-approved, scoped, and deployed based on an organization’s RAEN standing and operational need. That means clinics in rural counties, independent mental health facilities, urgent care centers, and specialized nonprofits all have a legitimate path to top-tier compliance support without begging for it.

Organizations awarded Cornerstone grants can receive:

Full compliance framework implementation (HIPAA, HITECH, FISMA, etc.)
Emergency audit readiness services
Compliance remediation support following a breach or CMS audit
Access to training and certification for in-house staff
Technology toolkits and risk platform integration

Cornerstone isn’t about waiting for organizations to ask for help. It’s about identifying systemic gaps in the network and actively filling them—before the next breach, lawsuit, or shutdown.

The Institute for Applied Compliance Science (IACS)

Most research institutions live in theory. IACS is different. It’s Bedrock’s research, development, and innovation arm—responsible for advancing the science behind compliance itself. This isn’t compliance by guesswork. This is where every framework, policy, scoring model, and mapping tool gets built, stress-tested, and pushed to the edge.

The IACS mission is to design the future of regulatory science—starting now. That means creating scalable compliance methodologies, building AI-ready audit logic, validating multi-framework mappings (like CCR Code alignments), and developing systems that providers, payers, and platforms can trust.

Key areas of IACS focus:

Development of Bedrock’s CCR Code mapping and standardization system
Predictive audit flagging and risk scoring models
Research publications on regulatory modernization and AI governance
Training, simulation, and certification materials for Bedrock’s deployment force
Oversight of volunteer-based research analysts across RAEN organizations
